The Maze

The Maze is the more wretched hive of scum and villainy in Pumpossa, where the criminal element hide under the protection of their "guild" leaders, who command enough toughs to keep even the Guard out. It is a dirty, dangerous neighborhood, full of dirty, dangerous people. It is also where one can by anything - or anyone, if one has the gold and lacks the morals.

The crime lords generally keep the worse of their followers within The Maze, lest the Governor decide that bringing in a legion to level the neighborhood (probably with fire) is worth the risk of it getting out of hand. So while it is worth one's life to walk the filthy streets there wearing shoes worth stealing (and any pair of shoes is better than most of the locals have), most of the city sees little more than the occasional burglary, or a broken leg over a missed loan payment. On rare occasions, someone, usually on The Hill, will fall victim to a sharp blade or poisoned wine.

There are a number of crime lords in The Maze, but the top of the pile right now is Devis One-Eye, a particularly cruel, ruthless loan shark with a finger in every illicit pie.
